The Center for Guaranteed Income Research (CGIR), based at the University of Pennsylvania’s School of Social Policy & Practice, conducts research on unconditional cash-transfer programs and their effects on poverty, economic stability, and social well-being. The center designs and evaluates guaranteed income pilot programs across the United States—often in partnership with cities and organizations involved in initiatives such as Mayors for a Guaranteed Income—using both quantitative and qualitative research methods. Its work includes developing study designs for pilot projects, collecting and analyzing data on participant outcomes, publishing peer-reviewed research, and sharing findings with policymakers and the public. Through this research, CGIR seeks to build an evidence base on how regular, no-strings-attached cash payments affect financial security, health, employment, and opportunity, and to inform policy discussions about guaranteed income as a potential tool for reducing poverty and inequality.

The Center for Guaranteed Income Research (CGIR) at the University of Pennsylvania was established in 2020 to develop a common body of knowledge on unconditional cash-transfers. We provide mixed-methods expertise in designing and executing empirical guaranteed income studies that work alongside the existing safety net.
